Wow, that really is a mess. The logical thing to do would be to declare himself a resident of DC.
Then on November 3rd he could make a big show of gassing more protesters in order to walk to the nearest polling place.
But that would mess him up from a tax standpoint. Florida has no income tax. DC does.
I bet that a lot of legal work has already been done to rearrange his tax situation so that he gets the full benefits of being a "legal" Florida resident.
