That's not the same argument as Trump's insistence that millions of votes were made by illegal aliens.

I totally agree with you; I just think that when defending against claims that millions of illegal aliens voted, one should keep in mind that some illegal aliens do vote. The same is true of felons, double voters, and so on.
I'm not aware of how the Heritage Foundation tried to spin this report when it was published, but it's worth noting that of the 1,000+ cases they cover, only a fraction involved ineligible voting, and only a fraction of those involved votes, or voter registration, by illegal aliens or noncitizens.
