and what's the constitutional aspect of this? I think it's a legal issue, a norms issue...not sure it has much to do with the constitution. I could be wrong tho.

The current issue is the refusal of the DNI to share the whistleblower complaint with Congress, as required by law.
Any speculation wrt what the whistleblower complaint is about is irrelevant at this point.
