Yes, this is too hot. Ten degrees less, and it would have perhaps been possible.

I would probably agree, but the great Sammy Wanjiru ran 2:06:32 on a sunny 85 degree day and on a slower course in Beijing. Compared to that, 69 degrees is cool for a possible WR.
