The article you posted contains a fallacy - that because paper bags take up 5x the volume they create 5x the greenhouse gases. This is not accurate. In addition you can compost paper bags adding them back into the ecosytem.
Agreed that some plastic bag production has less environment impacts than forestry. However paper bags can be recycled, and plastic production has some pretty nasty byproducts that can enter ground water and soils.
In conclusion - use a reusable bag like most educated people.
It's just another tax on poor people. I can leave the reusable bags in the car so I'll always have them if I need to stop for a few things after work. Someone riding the bus would have to remember the bags in the morning then carry them around all day.
