Djibouti also had Djama Robleh, who ran second behind Steve Jones with a 2:08:08 in Chicago in 1985. The World Cup Marathon (is there still such a thing) had three-person scoring, so Saleh, Robleh and one other guy actually won the team title one year ... probably making Djibouti the poorest nation ever to win a global championship in any sport.
Djibouti's poor, it's small, it's located in the midst of geopolitical chaos, and it only ever had three good marathoners anyway. Those factors probably explain "whatever happened" to it.
