The point is Detroit has available workers, so it's a logical fallacy to assume there's a void that only foreign workers can fill.

You are assuming that these "available workers" have the skills necessary to work in a modern manufacturing plant. Today's manufacturing jobs require basically the same skills that are necessary to enter college. We're well past the era of paying people to sit at a lathe all day. I wouldn't assume that Detroit is packed with unemployed people who have acceptable reasoning skills and who excel at following written instructions.
