Does your apartment give them permission to tow from the lot? If so, and the management is on your side, they could tell them company they no longer get the work if they don't refund everybody, plus a fee I'd say.
If not I would sabotage one of their trucks in a way that let them know why the sabotage happen but without a way to legally link it.

I would heal them with a shit ton (at least 3 tons) of cheap quarry rock delivered (dumped) to their address paid for in cash. Might cost you 250 bucks. Film them shoveling for days!! Grab a lawn chair and a six pack.Then put it up on youtube!!
Make sure you cover the garage entrance and front doors,. etc.

OP signed up for a deal he now doesn't like. Apartment owner provides parking lot, contracting lousy towing company. Could have asked how parking is managed before moving in. OP should move if he doesn't like it. That's the free market working.
