The population isn't unprotected if we actually invest in Healthcare, namely Mental healthcare. We use the funds from the savings from no longer fighting "The war on drugs" and from the taxes earned when selling the now legal drugs. (See Colorado as a shining example.)

Just saying 'drugs' isn't useful. It's a wide ranging classification called 'controlled substances'. You cannot discard control and regulation. To legalize all 'drugs' means legalize everthing, from radioactive substances, high toxicity substances, bio chemicals, everything. If you want to somehow descibe what constitutes a 'drug' and legalize those and make the rest regulated, you're back to where we are now, basically drawing a line and the sand and saying 'this' is ok and 'that' isn't.
