You haven't cleared many stables, or a few other lowly ranch jobs. The water weighs A LOT. It's not fun or easy clearing fresh dung. Dried is much easier.
A 1000lb horse eats 15-20 pounds of hay. Some officious looking sites claim more than 30 lbs of feces daily as horses eat nearly continuously. I'll take a 10lb pile of dung as very likely, especially with all the water in it.

We'd get calls like yours from time to time, and it always made for a good joke at their expense. Horses/mules have precedence over hikers/joggers over mountain bikes. It's no one's "job to clean it up". It just degrades into the dirt over time. Maybe you should complain about the bears and deer scat, too?

Those guys practice Hasidic Judaism. Similar but without the horses. However the Amish did try to take horses up the Pikes Barr Trail outside Manitou but had to turn around.
