You must be from the city. I worked one summer as an assistant up the rangers at a huge national forest. We'd get calls like yours from time to time, and it always made for a good joke at their expense. Horses/mules have precedence over hikers/joggers over mountain bikes. It's no one's "job to clean it up". It just degrades into the dirt over time. Maybe you should complain about the bears and deer scat, too?

I understand the need to preserve wildlife and natural areas, but this mess of lbs of waste is likely due to a human's horse dropping a giant turd in the middle of the trail and not cleaning it up, as opposed to just some wildlife doing its business at random spots in the woods. And this trail is not exactly going up a mountain either. It's a frequently traveled flat path for joggers/bikers in and around Boulder county. -

I agree. If memory serves me, this is a paved path, right? A massive pile of horse dung on a paved path is definitely something that local authorities should take notice. I mean, if this started appearing on the roads and/or the sidewalk people would be flipping out. -

Exactly. Boulder is a fairly densely populated area. Thousands of people use paths like this each day to commute on bicycles and by foot. Disease laden fecal matter that attracts vermin has no place on paths such as these. -

A parks person too weak to stand up to the horse lobby? Not surprising.
Dogs: gotta pick up their crap
People: Gotta bury it or pack it out, and even then crapping on the trail might be considered not great
Horses/horse people: Make none of their own trails, try to co opt everyone else's trails, erode the hell out of the trails, complain to the ranger if any runner was anywhere near them on the trails, and crap all over the trails with abandon
