Concept 2 is number one when it comes to rowing machines, at least for me.
Although this is from two years ago I've got a question on this. I've been taught that, to complement your running, for both rowing and cycling it is best to have the most leg speed as possible, hence, damper level on the erg near 1-2 and gear on the bike as big as possible. Because running requires a lot of leg speed.

As others have mentioned, the rowing machine is weight dependent, i.e. the more you weigh the faster the time. To a similar extent, the more out of shape you are the "pace" on the rowing machine, because the monitor only measures absolute output, and doesn't consider your weight, nor your height and reach, which are major advantages on a rowing machine.
The idea that 20 spm is better than 32 is ridiculous. Runners don't run that way, for very good reason. Even good rowers, who are still much heavier than runners, compete at 43 spm and higher. 20 spm is for people who are grossly out of weight and who don't have any fitness to rate any higher. If you train like that then say goodbye to running good times. The average sized rower is way over 200 pounds.
