Does anyone actually think it was illegal for Rupp to get new hats, and that a horde of DQ-happy officials missed it over the course of a both a 2 hr+ race and the huge number of replays and videos taken of it?

Ice would melt in the hats. The only way to keep the ice as ice is to replenish it during the marathon. I did not see any ice buckets for any other athlete to use ice hats. Something is not right here.

Personally, I don't like it. How far will they go with different technologies? Maybe a hat with a neural stimulator. Maybe gloves filled with some kind of pain-numbing cream. After the race, they openly declared exactly what they had been doing. The race strategy was even published online. Everyone watching the marathon, including officials, other competitors, and other coaches saw what was going on.

No, Americans believe in fair play and everyone allowed to compete using the same advantages. If one coach can set up fresh ice hats on a marathon course then all coaches must be allowed to do the same.
