What's their justification for seizing their passports? They never filed a police report, right? So at worst, all they did was make up stories about being robbed. It's not really their fault that the police decided to investigate this on their own, is it?

My understanding is that this is how most robberies work. No one wants to steal items by which they could be identified. If you ever get mugged, the thief will likely only take your wallet, and your wallet will likely be found tossed in the nearest dumpster/gutter sans cash.

Don't think so. Shoes of foreigners are also as good as $$$ (though with the Nike mark-up subtracted) on most SA black markets.

Weird coincidence, but my cousins are police officers here in Rio. I ran a few tourists by them in my cab for a wallet inspection and they called later and asked if I heard of a "Lochte". I wonder if it is the same guy? Also, should I be getting more than 33%? I have to pay for the gas.

If he went to a gay bar and the American team is Christian then I can totally see a motive so he doesn't get stoned.
Why say anything at all? He could have just kept his mouth shut and if it ever came up just say he lost his wallet, which happens frequently. Until one of his swimming partners says something contradictory I believe his story.
