So in other words, the DCO that the media trotted out to say that the UKAD tester blew it was just talking bollocks. No surprise there.
Yeah, umm, the protocol says you AREN'T supposed to be flashing an "anti-doping badge" around, or telling people who you are. So what gives?
So UKAD's public posturing about "why didn't she challenge it at the time?" was just bollocks (by Sapstead), distracting from real issues (like if the inspector bloke was actually asked to testify). Again smelling of a cover-up.
The DCO is not meant to inform anyone of who they are, until they see the athlete however,

The other thing is that, given how selective a calendar Lizzie has run in 2016 around her Olympic bid and how unbeatable she has seemed at times, I find it difficult to believe that she's that disorganized, because her peaking has been nigh on perfect throughout the season.
She's not Christine Ohourugu, who at one point in her career had run her three best times in two Olympic finals and one World Championships final. Lizzie's been a great rider for several years, but there can be no doubt that she has absolutely kicked on in the last two years.Conveniently right when she start dating the Team Sky member.
Just look at it this way. How many UK athletes have hit 3 strikes in whereabouts programmes in the last 5 years?
What are the odds that one of the rare people who happens to hit 3 strikes, just also happens to be the world women's champion?
Wouldn't it be MUCH more likely to just be some random mid-packer, if it were an "honest" deal? Coincidences might happen, but not double coincidences.

I think each NADO has there own local rules that interpret the guidelines you post.
Certainly UKAD do .
It may be that new guidelines appear but local change had not taken place .
A big problem will be that the athlete will get use to one set of norms only to find an other county has entirely different ones .
Did people read about a tester trying to test a group in France without correct authority ; athletes cleared of refusing but still tarnished .
Again I see that the burden is constantly on the athlete to prove innocence . I find this unacceptable !
One day this will cause an other nail in drug control coffins .
If UKAD can't get it right what chance do the rest of the world .

USADA has 17 of their current 453 violations due to 3 whereabouts, though admittedly I think they are much more assiduous in this than UKAD (testing amateurs, etc.).

And add in the coincidence of two of those missed tests being very close to a world-conquering performance.
Team Sky and British Cycling is all about taking care of the little details that other teams supposedly miss. So what are the chances that its leading female cyclist can't take care of an important detail not once but three times, when lesser cyclists in the UK and all over the world can?

Each NADO seems to have its own rules .
Why don't we use whereabouts for suspected terrorists ; seems a great idea . Why not ?
That Colombian woman cyclist who was 46 years old (former world champion) getting caught at Pan Am 2015 was another one. Back in 2004 (Athens, bronze) she "tested positive", but then it was declared to be "incorrect" somehow.
