They are subconsciously building an excuse for when they caught. They had to cheat because that's the only way to beat cheaters--the Lance rationale.
Sounds like the IOC has forgotten their own oath:
"In the name of all the competitors (participants) I promise that we shall take part in these Olympic Games, respecting and abiding by the rules which govern them, committing ourselves to a sport without doping and without drugs, in the true spirit of sportsmanship, for the glory of sport and the honor of our teams."
I was thinking the same thing. Then I thought back to 2012 when USA Swimming was allowing Jessica Hardy to go collect Olympic medals after being busted at the 2008 Trials and serving a whopping 1 year suspension and I don't recall that being even a blip on the radar. Since she sat out an Olympics was that somehow ok but other countries need lifetime bans. Good that they're coming around to call out Gatlin and Gay now but need to be just as critical as their own as given the numbers game it's a safe bet to say that the US sent by far more past, current and future dopers to these Olympics than any other country.
Except if you are Australian. Then they decide that the amount was too small to matter (even though it was also in the B sample), or that it was "just" a masking agent (heh heh), et cetera, and a convenient "reprimand" is given.
Oh yeah, after FINA hid the whole thing from WADA for about 2 years.
Central to all this is that a positive does not mean a cheat. You have to have a guiltymind to cheat
I agree with use of the word "cheat", though the nuance is often lost. Proving intent is nearly impossible unless someone on the inside testifies against you (and then they get their story rebutted anyway).

If you call someone a murder or a rapist without proof you're guilty of slander. Bad sportsmanship is bad PR for the entire sport. Track and Field has enough of a PR problem as it is.
The chic failed two drug tests and that was what she said so who needs "proof" of facts. No one has called out the gal from Hungary even though she is more than likely doping. And you can say you "think" someone is murderer or a rapist and you're not guilty of anything other than sharing your opinion. Actually I think it's what the sports need as fans are already turned off by what they perceive as organized cheating beyond just Russia. If more people speak up maybe the lifetime bans will become reality. I mean look at cycling - instead of fighting it everyone just became complicit in it. Unfortunately it looks like track and swimming are going or have gone the same way.

Your attitude is what has given us dirty sport. The governing bodies have no interest in making sport clean as long as fans are willfully blind and insist on ever faster times. If the fans were disgusted by dirty sport, then the governing bodies would have to produce a cleaner product.

Well, let's start by using correct terminology then. There's no such thing as performance enhancing drugs slash PEDs. As every adult knows training breaks down muscles. Recovery is where the the improvment takes place. Hence it should be called Recovery Enhancing Drugs slash REDs. And a super talanted "mutant" (in lack of a better word, so far) can actually beat such drug users. I would actually have prefered to see the Russian RED-users come to Rio and get beaten (most of them would have). Banning them robs both the clean athletes and us the viewers of the enjoyment of seeing them get beat.
Yes you're most likely a troll because it isn't a gut feeling that she failed the drug tests. And doping is absolutely ruining Olympic sports so the IAAF making the correct call by suspending the Russians is the best thing PR or otherwise they could've done and unfortunate more sports didn't follow suit.
Remove the athletes who talk about it? Yea.... Instead of the athletes who actually do it
