Australia is like most other countries, they are forgiving of the professional code players of the team they support such as rugby/Australian Rules football who get caught (and in the US I'm guessing football/basketball/baseball/ice hockey).
No one really cares about weight lifters/body builders, it's a case of hohum, well yeah they all do it.
But if you're a swimmer, T&F athlete, Tri-athlete, cyclist, rower, etc and you get caught them you're seen as being down there with the pedophiles and old lady bashers. For instance you'd never get the situation that the US has with Denis Mitchell.

By the way - the Aussie 2012 swimmers drug scandal was them taking sleeping tablets on a night out, as an initiation thing. They were not PEDs, not taken for that purpose, not during a comp, and the swimmers got their balls busted big time.
It's making a great story here in Australia in all the media, they love it, it makes dollars. And after the Olympics Sun and others will be invited to Australia for a series of match races, happens after every Olympics between Aussies and selected protagonists, apart from sponsorship, it's the only chance they have to make any dollars. Mack knows exactly what he needs to do to raise his profile and luckily for him he's got a convicted cheater to help him do it.

I'm pretty sure it's got more to do with the level of coaching you get there. I can't imagine a foreign swimmer would be expecting special treatment in a foreign country.
Kylie Palmer is the obvious one, having won relay medals with Australia in last two (2) Olympics, but they exposed as a drugs cheat in 2013-5 (and not just a negligence, as with Sun and Efimova, but furosemide). She'd be "on the team" (Rio 2016) if not for injury. FINA, of course, tried to cover up for the "good guys", but fortunately WADA stepped in, and even then they only gave her (as an Australian) only a meaningless "reprimand". Would the loud-mouth Mack Aussie complain about her?
