I spent 7 years in Al Khobar, Saudi Arabia.
There are many joggers on the Corniche (sea front promenade) in Saudi Arabia, especially between 18:00 - 22:00.
Ironically, a desert climate is not that bad, because the humidity is usually not so high, except for one or two months a year, when it is a little high.
I now live in Guangzhou, China, and it is around 90 fahrenheit with the same in humidity. I never suffered in Saudi Arabia, because it is mostly dry heat.
You can train well in the Middle East, especially in the more pleasant months from October to March. I would say that December/January/February are ideal training months there, in the Gulf countries, with temps usually around 70 in the daytime and cooler at night.
In the Middle East, and the Gulf in particular, everything is done, on a social level, in the evening and at night.
You can continues to train in the Gulf countries, although many serious runners take to the treadmill from May - September inclusive.
It is not as bad as you might think. Some Saudi distance runners do all their training in Saudi, but there are some mountains there, like at Taif, on the West coast, near Jeddah.
We had one Saudi runner, Moukheld Al Otaibi, during the early part of the 2000s who ran sub 13minutes for 5000.
