This is already implemented for male runners wanting to compete in the female category. Any male runner can declare that he identifies as a woman, use drugs to lower his testosterone levels below 10 for a year, and compete as a woman.
Very soon some elite male runner will do it. And he will easily sweep the woman categories. $1/2 million is up for grabs by winning the World Marathon Series. Any 2:05 runner can do it.
No. Even XYs with no/low T have an advantage. See that Spanish hurdler from the late 80's.

Why not just scratch the whole competition thing, and just do it [determine placings] by testosterone levels? If it that's great a main predictor, that is.
Id bet that is a pretty good predictor actually, for sprints.
If ya stand to pee...male. If ya squat to pee...female.
