You do realise Tokyo has already been awarded the 2020 Olympics, don't you?
Maybe you mean 2024. Even that would make 2 of the last 3 Olympics in the Americas. So perhaps 2028. 2024 will probably go to Europe, with 2016 and 2020 outside Europe.
As a native Texan who has been living in the NE, can someone tell me when Houston's climate would be considered reliably great for a 2 week period for the summer Olympics. June July Augsut are way too hot.
The problem with Texas in other months is the weather is unpredictable. Is Houston's temps more predictable due to the fact it's close to the water?
Has everything but a suitable track. It would be crazy to build another huge stadium in Houston just for track one time and the existing high school tracks have capacity for just about any other level of track meet you could want.

In a word, no. Summer thunderstorms and, while its been 8 years since the last one hit Southeast Texas, (I would imagine) hurricanes would and should always be a major concern. While most hurricanes that have affected this area or its general vicinity seem to be later in the summer, the two most active years I can remember (2005 and 2008) in recent years had tropical storms etc that were feared to hit the greater Houston area in the August time-frame, only to turn or be downgraded.
If I had to guess, this is another person who's trying to troll...

The massive reliant stadium that can seat 80,000 can have a track installed in it no problem. They have monster truck rallies in there, concerts and major sports games there.
Houston is too hot and humid. Even compared to other hot and humid Olympic host cities
