Wow. So you have never seen someone cut in too soon, and never seen anyone crowd a runner that they have not fully passed on the turn, to make them break stride? When you are working a meet as an official, you have to be very aware that the most common infraction in non-lane races for the runner in front to impede the runner being passed by coming in too soon or crowding the runner they are trying (without success) to pass. Happens all the time in the 4x4. Rarely is the foul from behind. Heel clips are sometimes the fault of the following runner, but because they can see & avoid, it is not common. (Gabe Grunewald plowing into Jordan Hasay being one exception I can recall in a big meet. That one looked like an honest mistake but it was clearly a foul too. But it did not affect the outcome so they let it go.)
Watch the race and pay attention to Rogers. It will be pretty obvious that the initial clip is Martinez & Rogers. No foul by either runner, just contact. Then BMart starts pinwheeling all over kingdom come (not her fault) and Montano has nowhere to go and no time to react. Again no foul.
