Mac OS X already has a UNIX compatible shell - you can just use that.
Dual booting some kind of Linux is the best solution if you run Windows. Most BSDs or other more UNIX-like OS's are a pain to install and there's not much difference.

What do you mean by "when not logged in?"
I use bash on cygwin when I open a command shell on my windows laptop. I run Ubuntu Trusty in a VirtualBox VM when I need Linux, and I use bash there too.
I suppose by "not logged in" you actually mean without an internet connection.
Obvious solutions (in no particular order)
Install linux (or if you really want it, then solaris) - either as sole OS or dual boot.
run linux in a virtual machine.
install cygwin.
Use the new windows 10 bash / ubuntu emulation layer.
The question makes no sense. Solaris is at least unix-ish. Maybe the question is since Solaris isn't free, what does one use that is easier to legally acquire?
My personal preference is Debian Stable. It just works.

Many federal projects are solidly Solaris but you can use any shell you want to under a UNIX terminal process.
