What's being a taxpayer got to do with it? It's not like being a taxpayer gives you all unimpeded rights and privileges to a whole state. You can only go to parks at certain times, only go to the library at certain times, or city hall at certain times. Universities, even public ones, are even more impeded In terms of access.
Anyway, to the original poster. Generally, you can get onto the track to see it but most of the time the big swinging gates are blocking lanes 1-5/6. Lots of different groups do run on it, and I there were some public hours but I've never bothered looking into it as I train on other tracks in the area.
Is Hayward Field open to the public?

I'm training right now in California, I use Berkeley Edwards Stadium track whenever I want I think they are more open in that matter. They just close the track when the soccer teams are playing or there's track meets, besides that is always open for public use.
I ended up doing my 400 repeats at South Eugene High School. Luke Puskedra was there doing the same. He was hitting around 73's per lap. Not sure how many he did as I arrived there when he was probably in the last 4 reps -
Back in the 1970s & 1980s Hayward was open 24/7. No problems just going in anytime the UO team wasn't having their practice. There were never any incidents of vandalism according to a coach who would know, other than some pranks involving the grass.
Since 2005 and the big-time Trials and TrackTown stuff, there have been increasing restrictions to the point that it's basically closed, and even if you managed to get lucky and get in, you probably couldn't use the innermost lanes. -
The trails in Skinner Butte Park along the Willamette River are beautiful! 10/10 would recommend. Amazon trails are great also. Pre's Trail is good as well.

I did Amazon and Pre's trail. I was planning on coming for the OTQ but hotels are sold out I'm doing one week training camps as I'm gonna try to make the marathon national team of my country so I'm training very hard for Chicago Marathon in October.
But Eugene gets very busy with all the NCAA and track events it gets impossible to find hotels. -
My wife and I went to Oregon 2 years ago in late September and the track was open, we jogged a mile and then took a trip over to Pre's trail. We ended with a cool down in the river and a few beers at a brew pub. All in all a pretty awesome day.

I'm not sure about this in Oregon, but in my state they make it very clear that athletics is fully self-supported - no taxpayer money involved. There is probably some creative accounting involved here, but with the Nike $, football success and television deals, Oregon might make the same claim. -

Hayward was not open in the last few years that it was Hayward Field. I worked out there from 1972 thru about 2000 when the closed it off. Don't expect it to be open to the public after covid. Nike and the UO are too greedy!
