No, this is not true. They are making excuses for thievery - it was a clear case of mass theft, with people running and bringing trolleys and prams to fill with crates of water.
The water guys were told not to get in to any altercations with them. They weren't 'let' to have it, they were thieving, and simply weren't stopped.

lots of marathons use water bottles in europe. but you didn't know that because you live your basement lalaland.
