Yes, that's exactly what happens. I'm running along, someone is in running gear (presumably walks or drives to the path), is standing on the side of the path and just as I'm about to pass, they duck in front of me and start their run.
Now I don't think they're intentionally trying to start their run in front of another runner, I think they just don't care.

It could be that they become self conscious about walking/standing still the moment they become aware of you.
Or maybe it's sort of a reflex. They are about to start their run any moment, see/hear/sense you coming up and they automatically begin imitating you by starting to run themselves.
