Over the years, there has been at least 8 teams 'on paper' that should have been able to better 16:03, in fact, there is at least 1 or 2 teams ever year with better individual PRs. I you take 4 athletes and put them in individual races, the chances are all of them will not run up to their capabilities, the same exact thing happen when you put 4 athletes on a relay. And, in the case of a 4xmile where you are only going to get one opportunity, Penn is not a fast track per se, the weather is unpredictable and if you are on record pace, the anchor even perhaps the 3rd leg will be running alone.
Btw, the OU team that set the record in '09 could have run faster in my opinion and much faster the following year. That 16:03 team had Centro, Rupp, Wheating, A.J. Acosta and they were all underclassmen; the following year they had:
Wheating 3:51
AJ 3:53
Rupp 3:56
Mac Fleet 3:57
Centro 3:56
OR also had 2 other guys like JMack and Maggs who capable of running about 4 flat.
Btw, this also puts into perspective when people brag about a team having 3-4 sub 4 athletes.
