I believe he is just saying that Farah and Bolt can command more money for attending an event, therefore when they pay their taxes the net earnings remaining are higher. Obviously the tax they pay is higher too.
Oh, so if the regular fee is $100k and they pay $50k in taxes. And, they would usually take home $65k away from the UK then they can command $130k for a UK appearance. That explains why Mo gets $400k for only running 1/2 of the London marathon.
It seems that Mo set the wheels in motion to become a US citizen. Probably after he retires in 2016. If he has already submitted the paperwork he has managed to keep it out of the press. The British press would be all over him if they new Mo was on his way out.
