Okay, there are OOC tests in Ethiopia. But as pop_pop!_v2.1.1 points out, hardly any, and even fewer blood tests.
The Zone V RADO is based in Kenya, which we know hasn't had an accredited doping lab established. Other samples collected by the IAAF are now known to be liable to bribery, cover-up or destruction.
To think that one email is encouraging given that situation is no ignore the reality of it all. That some guy who wants to brag about being friends with Geb was there for one of the tests doesn't change the fact that the anti-doping scene is abysmal, and I think the WTW did a very bad job reflecting that fact.
