A lot is being made of Kenya needing out of competition testing. I'm glad that's the case. But my question is, do they have good out of competition testing in Ethiopia and other developing countries? Does anyone know?
I imagine it's possible they don't but know one knows as no one speaks Amharic and can do an investigation. Can someone with knowledge tell me?

John Ngugi was banned in 1993 for refusing to submit to an out of comp test at his home in Kenya. Multiple Kenyans have failed out of competition tests in Kenya, such as Mathew Kisorio and Rita Jeptoo.
International testers are regularly flown from South Africa to Kenya and Ethiopia to test athletes. They go to camps in Kenya and to the national stadium and athletes' homes in Ethiopia.
There is out of competition testing everywhere. Were places like Kenya and Ethiopia exempt from out of competition testing, the likes of Trevor Graham would have established his base there decades ago.

Disingenuous. The 'flying testers' are literally always told (in Kenya and Ethiopia) that so-and-so is unavailable, they're in some podunk town with no telephone, no cell access, no reliable roads. This has been going on since Dr. Rosa took his act to Kenya at the start of the EPO era. The E. Africans have been getting away with a lot. But officials let them as well, just as they let certain other third world countries like Cuba. There is some social conditioning and brainwashing going on that most people aren't sharp enough to understand.

Where is there a smokescreen? What was described above differs greatly from my experience. East Africa's testing problem is primarily that blood testing is not yet possible locally (which is why Kenyans and Ethiopians are targetted for blood sampling when they leave for competitions abroad) and that there are so many topclass athletes that fall outside of the world top 30 and thus aren't subject to out of comp testing. And it's here that most of the doping takes place: Kenyans and Ethiopians most here have never heard of, trained by Turkish or Eastern Bloc coaches or supplemented by nefarious local doctors, they compete in races in Europe and Asia and hardly ever find themselves the testing pool, and thus only need to be clean those few days a year they know they will be tested. They're dirty, two-faced b*stards and it will take a good deal of money to make it difficult for them to continue this career of theivary.

Why do I bother? Test. Not test. It doesn't seem to matter. Why does Kenya get a free pass?

I would like to know anout ETH testing but I suspect the answer is similar. It's getting to the point that it's rough to be a track fan. If there is no hope of a consistent set of rules, then how can we be confident in any race? Canova seems sincere and maybe most runners are clean. I like to believe that. But even if only 25 percent (arbitrary number) cheat, if there is no hope of catching them, it's hard to watch without some frustration.
If I were a pro athlete, I would demand better from IOC and the federations

How about the Ethiopians/Kenyans/Russians/Other Africans living in the US or coming over for 3-6 months? Surely they aren't being subjected to OOC testing, EVER, while racing nearly every weekend for prize money in the US. It's a sham-- race directors need to get smarter.
The bigger question is do Ethiopians typically train in far off camps or just around Mt Entoto and/or Addis Ababa? I'd image it's far easier to reach them there.
Either case - third world countries shouldn't be given a pass on this out of competition testing. Sorry - just makes it easier to cheat.

Kenyans tend train well outside of the capital in places like Iten and Eldoret. All the Ethiopians that are of enough quality to compete abroad live and train in Addis.

We don't know if those were for Athletics. It could have been cycling or basketball or badminton.
How many tests did RADO Zone V perform? Zero.
Zone V includes Kenya.

We know the IAAF performed 20 blood tests in all of 2014. That's right, 20. (page 102) or table entitled "ASOIF Sport - Athletics"

20 blood tests is not going to catch anyone using EPO-like doping.
In the same report, Kenya athletics performed TWO tests for EPO artifacts in urine for all of 2014.
Strangely, Kenya Athletics reports 52 urine tests neither in or out of competition. I have no idea what that means.
