Dude, there is no temperature too cold for shorts. None.
Shorts should be worn at least until it is below freezing. Then you can switch to half-tights. Full tights, probably below 23 F or so.
For me it's shorts until the windchill drops below 30F, then I wear wind pants over the shorts. I've never worn tights.

I switch over at between +3degC(37degF) to +5degC(41degF).

I ran in shorts in that temp when I was in high school, but now I know better. Sure, you can, but why would you want to?

40 - 49 F = capri tights

It would probably be helpful for people to list where they live. My guess is that people in Boston, MA, wear shorts in cooler temps than people in Gainesville, FL.
Where I live [Memphis...] people wear puffy winter jackets when it drops below 60...
It's not just dependent on temperature. It also depends on what the weather's like, whether the sun's out or not, and what time of year it is. I mean i'll wear tights for 45 degrees and drizzling in October, but shorts for 30 and sunny in February.
One of the most noticeable differences between American and Kenyan runners is that the Kenyan predominantly train in full tights. The tendency of US high schoolers and collegians is to strip down to nothing but splits and shoes; in Kenya, the belief is that training in more clothing better prepares one to race in a singlet and shorts.
The only time you'd see a Kenyan running without a shirt and with shorts would be on the track for gut-busting sessions no American would dare attempt.
Moral of the story: just keep your gosh darn clothes on. You will adapt to the artificially warmer conditions and perform better when it comes time to compete, a la Benji Durden.
It all depends on your shrinkage threshold coefficient. Always have to keep in mind the benefits of impressing the ladyfolk with plump bangers and mash.
I'll wear shorts down to 38 degrees. They're perfectly tolerable down until freezing if it's sunny and dry out, but under 38 degrees tights are more comfortable anyway.
I'm not trying to convince myself that I'm manly, and if I were short length preference wouldn't make the list, so the only factor is which is the most comfortable option. Here in the midwest if it's that cold then the ground is covered in slush (not clean white snow, but a black-grey sludge of half melted snow, road salt, oil, and car grime) and that ends up all over your lower half.
My run is
>50 degrees = shorts
40-50 = capris
30-40 = tights
20-30 = thermal tights

In training, tights for below 40°.
In a race, shorts until below 23°.
These are negotiable depending on wind and rain. Did a xc race 2 days ago where temps for the women were 33° and 37° for the men. If there were even 5 total people (of 350) racing in tights I would be surprised.
Down to a couple of degrees F. I'm comfy at about 5F, below that I find I have to cut my run if I'm in shorts. Legs aren't much of a problem, it's the upper body that doesn't like the cold.

Yes. I make the transition at about 45 degrees Fahrenheit.
Below 50 I usually switch to half tights, and then below 40 I go to full tights. When I was younger, I used to do stupid stuff like trying to go shirtless and shorts all the way until November, regardless of weather, and not wearing tights until December, but I have since come to my senses.
