It was always there and it will always be. Rampant is not a word I would use though.
If anything, the majority of the population knows better than to point and blame.
Rampant may be a bit strong, but I was taken aback by it. Many of the European countries were very homogeneous and fairly isolated until relatively recently. Even when it comes to other western Europeans, there's a lot of divisiveness. "What do you expect from a lazy Greek/Italian/Spaniard?" is not uncommon to hear, especially when discussing budgets, the Euro, and the EU.
America is far from perfect, but Europe isn't this bastion of racial harmony and economic equity that so many people seem to have in their heads.
