Isn't this old news? I just read the story and was sure Marta had already been busted. Is this a second positive or was she ever banned a first time.

The article says the gold will go to second place Russian runner that also has been busted before. Jenny Simpson finished 5th in that race. (2 russians in front of her).

This article does a better job explaining. Dominguez was caught by the biological passport in 2013, but the Spanish athletics federation (of which she was the vice-president) cleared her in 2014. So the IAAF appealed to CAS, who have now finally reversed that decision with all her results since 2009 annulled.
Dominguez has long been suspected as a doper. She was implicated in the 2010 Operation Galgo, but was cleared. I'm pretty sure she was also implicated in the Operation Puerto scandal and has doping links going back to the 90s, but I'm going off of memory.
Anyway, this is something, but too little, too late in my opinion. The anti-doping process really needs to be streamlined as it shouldn't take two years to ban someone ... and she never should have been cleared in the first place. She hasn't raced since 2013 anyway as she's 40 and retired. What good will a three year ban do now? I rather it be a lifetime ban so she can't work in the sport as a coach or admin moving forward. It seems like the Spanish athletic federation is happy to have her, doping past be dammed. -
Kinda my thoughts also. 6 years is a long time to wait for valid results.

I thought about this too. Looks like Jenny Simpson should have probably been at least 2nd in that race.

Spain might be a bigger joke than Russia when it comes to doping. Russia has given us the "well yeah, but everyone else is doing it too." routine, but Spain routinely will openly find dopers not guilty until is goes to CAS. Same thing happened with Alberto Contador, and with just about every Spaniard in any sport that was popped via "operation puerto." All found innocent, even though many others that got popped in the investigation openly admitted that they were indeed doping (like Jan Ulrich and Ivan Basso).
Spain's politicians even inject themselves into the systems to make sure that their athletes are let off the hook by Spain's sports authorities. -
So excluding Dominguez and the Russians won't this give the silver to Jenny Simpson?

In fact Marta Dominguez has been both a city councillor and senator from the Partido Popular. That is, she got into politics to help protect herself.

That would be assuming that Jenny Simpson was/is clean. T and F has been uncovered as being just like the Tour de France, Armstrong was busted but you could never really give the TdF title to someone else because the 2nd, 3rd, 4th finishers etc were all doping as well.
When so many competitors are found to be doping, the race or championship should be just delared void, as the UCI did with the Tour de France competitions during the Armstrong era. That is the only way to move forward. -
There is nothing proven yet that would DQ either of the Russians for a 2009 race, not even for the second place woman, whose bio passport violation dates from 2011. They were almost certainly cheating, but...you know how this goes.

I only remember Marta as one of the victim of the 18-year old baby-face destroyer in the 2003 WC women's 5000m, seemingly over the last 50 meters Marta and everyone else were running in slo-mo when Tirunesh passed them.

Galkina is an obvious doper, the world record holder from Beijing where she destroyed the field with 8:58. I don't know about Chemos, but give Simpson the silver at least.

Man i started some 10k race in Madrid 3 years back.
That was Marta's comeback race. lots off press .... but man you can already tell she is doping by looking at her.
