Wouldn't it make sense to ask Coach Jennings or Coach Notary? That said, you do realize not all flat-courses are made similar. I'd say you could realistically count on a 30 second drop to a place like Tennant, perhaps a bit faster on Lehigh.

Belmont is certainly a tough course, but the Rosa bothers showed that you can run fast there. Perhaps you are really good at running hills and may not run much faster on a flat course.
Thanks for the responses. I think I need to clarify a bit here. I've run 17:43 about three weeks ago in a dual meet on a moderately difficult course. All races after that have been at Belmont. I consider myself bad at running hills and am more of a track guy (4:47 1600). And by flat course, I mean a course like Lehigh.
Flat course in the Philly area: 17.30
Now if you decide to run a "5k" on a flat course in Arizona, expect a 16.30
A few people have run sub-16 there, not just the Rosas. That said, their race is no longer recognized as the official record as the course has been re-measured and the old course cut a few corners and had a start line that was 15-20m forward of today's.
