No, Ovett ran a 21.7 in competition when he was a teen. Doubt he could have run that fast in his peak years, but wouldn't have been far off.
Coe on the other hand could have run 21 sec in his best years. His fastest last rep in a series of 10 x 200 was 21.7. In a one off race he must have been slightly faster.
Don't think he could have run 10.49 from blocks, but that record is probably not legit for a number of reasons. I think he could have run 10.8 in 79 or 81 when the WR was about that.
Apparently Coe ran 11.01 from blocks for Uni on cinders!
