In 1993, Plaates became a US citizen a few weeks before worlds, which he won. 2nd place in that race was Luketz Swartbooi, a convicted drug cheat.

His two best years would have been 2008 (5th in London, 2:06:17) and of course 2011 (4th Boston, 2:04:58)
2008 was an Olympic year, and unfortunately he finished 10th in Beijing. Interestingly,Viktor Rothin (Switzerland) ended up ranked #8 in the world that year after finishing 6th in Beijing and winning Tokyo with a 2:07:23 - His PR.
It's all about finishing place for the rankings, so you kinda need multiple WMM podiums OR a win plus another top-10 finish within the year to gain a ranking these days.
And as for 2011 - yes he had a 4th and 5th pace finish at WMMs (Boston and Chicago), but his sub-2:05 at Boston was only the 7th fastest run that year, and 13 guys broke 2:06.
If he had run the World Champs later that year and finished top-5, I bet he would have earned a yearly ranking.
