The complex can be reached from NYC should you for some reason want to schedule your trip never leaving NYState. From parts of NYState a more direct route would indeed route you thru NJ. but that is just a geographic quirk connected to the shape of NYState.
Have you seen that Ocean Breeze facility? Gorgeous. Ithaca College and Barton Hall are nice, but Ocean Breeze is the new Armory.

Good because the old Armory kind of blows.
Ocean Breeze has a number of things that make it better than barton hall, but why would NYSPHSAA want want to use the banked track at the new SI facility? Seems like a waste
I heard the turn radius is larger then the Armory. If thats true it will be fast - does anyone know?
The facility has sweeping wide turns and has the maximum radius that the IAAF will allow for certification.
I can tell you that maybe 7 or so years ago they talked about moving it to the Armory. Hotel prices killed it.
Basically, a bunch of upstate schools said they just wouldn't pay that much for hotels.
How are the prices around this place?
Seriously- I get hotels for 159 or less for my XC and track teams.
Hotels currently range from $89 for Holiday Inn to $139 for the Hilton Garden Inn. There is currently 6 hotels within 8 miles of the complex.

Of course it can be reached from NYC. It's IN the city! But when I'm in Manhatten and driving to Staten Island, I go through NJ just like everybody else.
driving through NJ would give you some fresh air before landing in SI
Since the hydraulic banking is adjustable, is there any rule on how high the banking could go? Do they set it half-way up or all the way up. Seems to me banking angle could affect the times.

You must live in a rectangular State. It's due south of Albany.

Cross the bridge on to Staten Island
Or you can spend an extra 30 - 90 minutes going through NYC.
You can have it at any angle you would like up to the max.
