He was just t-boned. How is it going to be okay? There's no reason to be driving 5 mph under the speed limit in neighborhoods like the op claimed but if everyone drove more safely, the commute would actually be much faster on average, because the tailgating, weaving, speeding, and distracted driving cause a lot of accidents, which are the source of most traffic jams. Here in FL not a day goes by without my seeing an accident and I don't even drive that much--I run instead, whenever I can.
Honestly, the difference between the extreme of FL drivers and most other states is hard to believe. In Alabama, for instance, drivers do not weave constantly, tailgate, or drive like maniacs as a rule. The same goes for my experience driving in Memphis last year, in northern California, in Kentucky a few years ago, in Georgia the past few years, and so on. Even around Atlanta, where traffic is far worse, the drivers were relatively sane.
