I have said something to strangers in the check out line if they are using loud foul language. 100% of the time I have said something, the language was directed at their kids and loud enough so my kids could hear.

So, rule of thumb: I would say anytime someone's actions have a potential negative effect on the people around them.
Also, just remembered: I have corrected people who run on the right side of the road. You should ALWAYS run on the left side of the road, facing traffic, except in very special circumstances.

Seriously, though, my rule of thumb is to mind my own business. I did break it one time when a very young and very pregnant girl was lighting up outside a restaurant. I doubted it would do any good but I did it anyway.
My husband once pulled over to, ahem, correct a guy who was slapping a woman around right in the middle of a sidewalk. I doubt that did any good either.
Overall I’d say even with best intentions you’re unlikely to make a difference in most situations. You can influence people with whom you have a rapport, not strangers.

Using your two scenarios, I'd do the following:
A). The guy lives in your neighborhood, so it's best to establish a friendly relationship with him. I'd walk outside with a plastic bag, hand it to him and say something friendly like, "Here you go man, don't let people around here catch you doing that or you'll have a price on your head (obviously in a joking tone). I'd also pet the dog and introduce myself. The guy will get the point and you have a new friend.

There are certainly situations where it is socially acceptable to correct someone when their actions have a negative impact on you or others. Examples:
Someone trying to cut in line.
Someone talking loudly in a movie theater or somewhere else where quiet is expected.
People behaving in ways that are offensive, like putting their feet up on your seat on a plane or theater.

My rule of thumb is pretty much along the lines of what you did in each case. In the first one you or your kids could be directly affected. In the second it was really none of your business and was best left alone.
