He's Chris Moulton. I believe he is originally British, he ran for a club in Wimbledon once, and at some point came to the US for college running at Mansfield in Pennsylvania. He was in Canada for a while and then seems to turn up in a lot of exotic places teaching English as a second language.

Brings up the interesting question about what happened to University of Windsor Lancers Ryan McKenzie (3.38 and 13.30ish) and Andy Hahn (Canadian Junior cross country team in World Champs) after graduating? Hahn was tall and strong, and ran around 8.20 and 30.00 (3k and 10k). Think he became a Science teacher and track coach in the Windsor area. Once saw a photo of him a couple of years out of college and he had put on quite a bit of weight. Not sure now...We are talking post 2002 (13 years ago).
The advantage Windsor had was proximity to the U.S. (Michigan) for track meets, and decent weather (Windsor is Canada's southernmost spot, I think). During the time I was at University of Windsor (2001/2002) for the B.Ed. I never saw a snow flake...also all those grass verges on the sides of the roads which are so common in Ontario, is a big advantage for distance runners. It means every run can basically be run on grass. You need almost never hit the hard tarmac.
When I taught in Whitby (Ontario), there was a runner from Oshawa (Ontario) who went on to run on the Canadian National Junior cross country team and also ran for Providence College, U.S.A. Forget his name but he was pretty good - think he ran around 14.00 or close for 5000 track. Oshawa had miles and miles of grass verges by the sides of the roads. That is a big advantage in terms of injury prevention. People don't realize how lucky Ontario runners are, compared to other Provinces in Canada which much fewer grass verges (Quebec for example, in the Montreal area has far fewer grass verges).
McKenzie - not sure about him. He moved to B.C. ran well for a few years, but I really feel he never attained his potential. If you saw him run, he really did indeed look like a white Kenyan. Very short trunk, long legs, and very light upper body., Could have been world class with the right coaching.
