What you need are 2x1M at LT pace the first day, then 30 minutes easy every other day. Maybe some jumping jacks and other plyos and drills the days between the 30 minute runs.

But anyway, if an athlete has run 3:38 in college it means they're going to get a pretty solid contract and they're going to improve very quickly as a pro. Because that is what happens when you go pro. Kind of like high schoolers get way better in their first year of college.
Your argument is exactly the same as saying don't recruit a 4:06 HS miler because they're too slow and the top collegians run 3:54. It's this thing called DEVELOPMENT.
The collegiate record for 1500m is 3:35. And you could argue that 3:35 is too slow to win international races. So that would imply that every collegian every is too slow to run at a world class level. I think we all know that's clearly not true.
Example: Pat Casey was a 3:40 guy in college. First year as a pro, runs 3:35 and takes 2nd at USA's to Leo. He's probably about to go run 3:34/33 or faster this year. It's called DEVELOPMENT, and that's why companies sponsor 3:38/13:20 guys.

And a 13.2 100 m? Definitely room for improvement in the basic speed area.

Like I said you will have to work really hard on I proving your speed especially if you want to run a fast 1500. A 1:48 half mar., 3:38 mar., aren't really that big to write home about though you have an abundance of endurance and I may add tenacity to complete a sixty mile ultra in 13 plus hours. Get ye to a track and work on some leg speed. This will pay you in dividends.
