It's talent at any age. It's more likely at about 18 years of age +- but it's talent at any age to run that fast at 3 months.
3 months of training puts me at more like 4:45 shape for the 1500. Most of the others who run at that level have less speed and have been running track for years. 6 months, 9 months idk. 4:30, 4:15? For the aerobic side of the race 16 months of training at least would be required to get close to potential. Maybe breaking 4:10 would be possible.
The best way I think would be to start with low miles in the winter, build up till spring track and run the 800m. Summer maintain miles. Fall run cross country (or train on soft surfaces and run 1 road race per month if not on a team). Then next spring you are ready to run a much faster 1500. But 12 months later if you run year round you will probably run faster still.
For a woman, I'd say that's pretty talented. Might have a pro career ahead of her...

If 3:59 is the best you can muster in a 1500 and not even a full man's race like a mile then you're literally human garbage and should never try running again
