12:58 isn't comparable to 12:56 (Ritz), 12:55 (Solinsky), and 12:53 (Lagat)? Maybe not Lagat, but he's two seconds off Ritz and 3 off Solinsky.
This is the obvious and most likely answer. Maybe Rupp is “stagnating,” but maybe he just has a long-term plan like he and Salazar have indicated. Last year was an off year. I’d guess he cares more about worlds and/or the Olympics.
I’m not a pro- or anti- NoP partisan; I just want to see fast American runners. So I’m hoping it’s all part of the plan.

Every athlete wants to do the best the can on the year. Salazar's plan was NOT to run a fast 10,000 in May and middling 5,000s all summer.
