No way. At least Bekele is certainly way better than Farah tactically. Did you miss the half marathon they did? Have you missed Bekele's entire career?
Having presence is not the same as tactics. That just means the field fears you. Also, because two guys ran faster last laps in one race doesn't necessarily mean that Farah has great tactics. They could just have worse tactics than Farah (which they all certainly do the way they give him sit and kick races EVERY TIME). When Farah outraces decent competition, then you can say he has good tactics but he hasn't faced any decent competition yet (since his first championship win).
