As much as it sucks, the rules require a drug test if you want to set a steeplechase record and have it ratified. This is a well-known thing that is clearly published on the USATF website. It is unfortunate that Emma didn't know. It's unfortunate she didn't have an agent to tell her. It's odd that her coach didn't think of it, I find it hard to believe he didn't know, but I don't know all of the circumstances, and sometimes people forget stuff.
There are times that USATF favors Nike athletes and discriminates against non-Nike athletes, but this wasn't one of them.
