Those UW schools have a roster cap of 24 because of the influence of title ix on the WIAC conference rules. Teams like NCC and other private schools have no cap and have a much bigger pool of guys to work with. What makes schools DIII is whether or not they offer scholarships, these teams have nothing to offer runners in terms of money. Guys go to schools like that because of their love for the sport and the history of success of the WIAC. They know full well that they are going to have to rely on academic scholarships, financial aid and out of pocket to go pay for school.
