Who will be the best mens team in the NCAA in 3 years? In other words, which team has the best group of young guys that will develop under their current coach to become NCAA champs in 2017?

Wisconsin for sure.
NC State--
Last month, they had six freshman run under 15:00 (5k) on the Wake Med course where Nike Southeast regional is run. This will be Coach Geiger's last year and his going away party.
NC State 2017 XC National Champions
The best men's team in division 1 in 3 years will without a doubt be Wisconsin. Other traditional power houses could also make an argument however, just because they continually pull in solid recruiting classes and have good coaches.
It doesn't matter because Oklahoma State, Colorado, Oregon, Stanford and Wisconsin will forever be favorites because they're the schools who bring in the best recruits year after year after year. They have the means to re-load with the best talent in the nation. Year after year after year.
You are right to a point. 3 years from now does not matter, this year and maybe next does for the great teams. John McDonnell made the Irish Olympic team only to find out they didn't have enough money to send 2 per event. The next Olympic cycle found him injured. He learned to live for the day - and did he ever learn!
Guelph
SUU, watch out now they're building 5! Cam Levins...
Furman
Nova.
NCAA Cross Country Team Results 2017:

I think you're looking at it the wrong way. Teams like OK State, NAU, Iona and 'Nova will assemble a team of foreigners and transfers as they always do, so it doesn't matter who's on their team right now.
It would be fascinating to score the NCAAs based on only american citizens who haven't transferred. If you did, Colorado would win every year. Stanford and Wisco would be perennial bridesmaids.
It'll be the usual suspects. Arkansas LSU Florida Oregon Etc.. This years class has nothing to do with three years from now. Haven't you guys realized that yet? Who has the means to bring in the immediate impact athletes year after year? On the CC side of things there's probably 3 Kenyans and 2 Americans you haven't even heard of yet that will dominate the meet in 2017.

Morgan Pearson and Jake Hursyz are transfers from Duke and UNC, respectively.....

People from SUU have been promising similar things for the past 10 years. It's always the same old story "watch out for SUU, they're building great things, they'll be a powerhouse in 2 or 3 years" yadayadayada. Still waiting for that great SUU program to do amazing things. 10 years from now, you'll still be promising greatness. Meanwhile NAU will keep on collecting conference titles while you clap in the background.
Every year Syracuse has been improving and pulling in more talent. They pulled in some very talented freshman this year in Justyn Knight and Mickey Burke among others and have taken less talent and made them regional and national caliber athletes. Probably not national champions but I wouldn't be surprised if they are on the podium.
