Additionally, if workers receive much of their pay via tips, they probably aren't going to report most of it as income and will thus pay fewer taxes than if they earned the same pay strictly through salary.
The hotels and other businesses realize this and use it as an excuse to pay their employees even less since much of their earnings are "tax-free". The business pays fewer payroll taxes as well. The practice of tipping should be banned, in my opinion, and businesses should be responsible for ensuring that their employees are payed fairly.
