Ignoring the fact that he's been training for 4-5 years, I started my freshman year of Cross Country with a 5:46, and managed to run 4:55 during the track season.
This is certainly less than a year's worth of training. I had also been running, although not intensely, for a few years before it. But again, high schoolers are much more inclined to make large jumps in performance than adults.

I went from an 18:50 3 mile to a 16:33 3 mile in high school (I'm a girl).....so yes 100% possible ...all I did was drop my training pace from 8:30 to 7:00 min miles

First of all, I am going to assume that we are talking about an adult. Teens improving like that is not unheard of.
Anyway, if an adult, I think it is more likely that he could have improved that much during his first year of running, rather than after running for 4-5 years.
Now sure, it's possible, but it means his training was terrible for 4-5 years, or at best it was focused on longer distances and he basically never attempted to run a mile all out.
Also, if he had really terrible pacing for the first mile 5:50 mile attempt and faded badly, then it would make vast improvement better.
But really, if someone has trained for 5 years, and in year six they run a 4:40 mile, I would suspect that they were already running much faster than 5:50 pace for even 5K.

I did that as a HS soph - 6:06 mile first day of XC, 4:39 mile by the end of track season. How old is this guy you're talking about?
