Key concept (that another poster touched on) is 'academic index.' That's what Ivy's use for athletic recruiting. This page has a calculator and interprets your score:

So, I think you should be able to get into an Ivy. You should definitely be contacting coaches aggressively.
If you want biz + compsci, Penn would be an excellent choice.
There are no athletic scholarships in Ivy League, but financial aid is typically generous. If you parents make $250K, you're gonna pay out the nose.
You'd probably get a great package from GA Tech. Good compsci program. Don't know about biz.

Georgia Tech sounds like the perfect fit. Of course unless you want to leave the state all together but you will get the same quality education as an ivy while being one of the fastest (probably the fastest) incoming freshman. Great trails all around atlanta, not to mention they are top 5 in literally every type of engineering.

Also you are getting the same education as an ivy- top 5 in every category of engineering. Not to mention most tuition is covered already with academics alone
