It has been referenced several times, and may be tough to find the video now, but in 2007 he finished his 27:32 race with about 2:00 last 800. That was 7 years ago and he was a college junior. It didn't come from nowhere.
It has been mentioned many times but in 2009 he radically changed his training to work out with guys who are currently among the top milers in the US. Jordan MacNamara, Centro & Wheating. Throw in Acosta who ran 3:36 and Kiptoo-Biwott who was a sub 4:00 guy. He also began racing 800 meter races and frequently 1500/mile races. Guess what he got faster and they've incorporated more speed into their training ever since. He has raced probably 3-5 1500/mile races per year since 2009. Prior to that there may have been years that he didn't race any or mabye 1.

Look at the gaps above where he had years of not racing 1500 or mile. Is it not logical that when he started actually racing 800s and 1500s and working out with 1500 guys he could have cultivated his speed (4:01 high school mile) further?
